Integrating Communications, Assessment, and Tactics (ICAT)

The Integrating Communications, Assessment, and Tactics (ICAT) training program is a nationally recognized, evidence-informed approach designed to help law enforcement officers safely and effectively manage critical incidents involving individuals who may be experiencing a behavioral health crisis, emotional disturbance, suicidal ideation, or other situations that present elevated risk. ICAT integrates crisis recognition, communication strategies, critical decision-making, and tactical considerations to enhance officer safety, public safety, and the likelihood of positive outcomes during challenging encounters.

Throughout this course, participants will learn and apply the Critical Decision-Making Model (CDM), a practical framework that guides officers through information gathering, threat and risk assessment, policy and legal considerations, option development, action, and ongoing reassessment. The training emphasizes slowing situations down when possible, using effective communication techniques, recognizing signs of crisis, and employing sound tactical strategies to reduce the need for force.
